I suggest:

- If you can contact the previous owner, find out why they set it to
"public domain"
- If that doesn't work, or in parallel, try to contact the upstream
author (through some means other than CPAN)

As it currently stands I'm concerned that "public domain" may have
been included without any justification. Of course in all likelihood
the author intended to put it under "the same terms as Perl" but we
can't just assume that.
