I would expect them to be under /usr/share/licenses but there's nothing in the packaging guidelines about this. FWIW I don't see this as a Fedora legal issue - assuming a particular license file should be installed somewhere in the file system as a legal matter (or otherwise), where that should be is a matter of Fedora packaging convention.
