derivative of the MPEG Software Simulation Group's MPEG-2 reference code

Dear list,
I'm considering packaging AGS[1], which, among others, bundles
APEG[2]. APEG contains code derived from MPEG Software Simulation
Group's MPEG-2 reference code[2], which I understand is Public
Domain[3]. So, is it OK to include in Fedora?

Regards,
Dominik
