AC-3 support in Fedora

As Neal Gompa pointed out yesterday, the last standards essential patent
for AC-3 support expired:

Accordingly, AC-3 is now legally permissible for Fedora and the Fedora
Community is working on moving A52dec (liba52) into Fedora as a result.

Please keep in mind that if you know of something that isn't
A52dec/liba52 or aften, that implements AC-3 natively (not just via
linking to liba52), please let Fedora Legal take a look at it (either
via emailing legal@xxxxxxxxxxxxxxxxx, emailing this list, or blocking
the Review Ticket against FE-Legal). We just need to sanity check it
quickly before letting it in.
