As Neal Gompa pointed out yesterday, the last standards essential patent for AC-3 support expired: https://ac3freedomday.org/ Accordingly, AC-3 is now legally permissible for Fedora and the Fedora Community is working on moving A52dec (liba52) into Fedora as a result.
