particular package a given version of RHEL is released with is the
version it will have throughout its lifetime. Once a version is over 5
years old [1] then it goes into maintenance mode and will only get
security updates. Before that it gets quarterly updates. Granted you will
not get the latest and greatest versions once it is released but a lot of
packages have various enhancments backported into them during the
quarterly updates.
