Appears to be part of the distro:

redhat/linux/8.0/en/os/i386/RedHat/RPMS/rpm2html-1.7-8.i386.rpm
redhat/linux/8.0/en/os/i386/SRPMS/rpm2html-1.7-8.src.rpm

It doesn't appear to:

rpm -qp --requires redhat/linux/8.0/en/os/i386/RedHat/RPMS/rpm2html-1.7-8.i386.rpm

rpmlib(PayloadFilesHavePrefix) <= 4.0-1
rpmlib(CompressedFileNames) <= 3.0.4-1
libc.so.6
libc.so.6(GLIBC_2.0)
libc.so.6(GLIBC_2.1)
libdb.so.2
libm.so.6
libpopt.so.0
librpm-4.1.so
librpmdb-4.1.so
librpmio-4.1.so
libxml2.so.2
libz.so.1

Unfortunately, I don't have an 8.0 system to work on this...
