I'll leave it up to you to disable this I do think it is best to
disable this for F28.

Sorry, that's my fault. I think I missed that when I did the
rebase. I pushed a change to disable this on F27 and F28, it
should show up in the next build (probably tomorrow assuming
4.18.13 comes out on time)

Actually you did disable it, the rebase to 4.18 for F28 does not
include the patches, so the value of CONFIG_FRAMEBUFFER_CONSOLE_DEFERRED_TAKEOVER
does not matter, sorry.

that much weirder...
