disable this for F28.

If we should have this in F-29 GA we'll need a BZ for it so it can go
through the FE/Blocker process now.

F29 has CONFIG_FRAMEBUFFER_CONSOLE_DEFERRED_TAKEOVER enabled and that
is intentional as it is needed for:
