In this particular case it probably isn't the power management stuff causing the problem, since the problem (one at least one with similar symptoms) persisted after the power management stuff was configured out. Remember that the object here is to avoid regressions. So the argument is more along the lines is power management so risky that it's not worth slowing down other testing to try it out. Old versus new shouldn't be a significant deciding factor here.
