This is Plasma 6 on F40 by the way.
I was able to reproduce your 'always gbi' issue on my system.
After outcommenting the LayoutDefaultGlobal=1 from within your config,
things appeared to have settled as expected/wanted - gb is the new
default.
No idea though why exactly that is, or wherefom LayoutDefaultGlobal is or
should be set. It doesn't show up on my system, in my config.
