I've asked ChatGPT:

KDE how to start with a given KB layout, other than default?

and the 3 proposed solutions seem quite reasonable, all of them.
Haven't yet tested them, but: are you using X11 or Wayland...?

For me personally, Wayland is just a no-go useless toy as long as
session saving isn't in there.
