I would strongly recommend against trying to fix anything in QtWebEngine, that package is just such an awful mess. I would just rebuild the Fedora python2 package including python-unversioned-command, or build a separate python-unversioned-command RPM if RHEL 8 has a suitable python2 and only lacks the unversioned command, and use that.
