True, mostly because you would be making an assumption that it was
implemented that way on purpose

it's likely some of the triggers which happens on most services when they get updated to kill httpd within a distupgrade becaus eit would be able to run without any iusses until reboot but not by blindly restart in the middle of the yum/dnf transaction when half of the OS is old and half new Fedora and so things are supposed to crash

one of the resons why i started to override most server packages with my own rpms years ago
