The documentation are part of the various kdepim packages.
I see that the kmail handbook is in the kmail package:

Where does the system fail to show them? Do they not show in KHelpCenter?

Under /usr/share/doc/HTML/<lang>/, at least for now.

No, the online one are in a different format.
