Recently I've found that some program is running on my Fedora-23/KDE laptop and (presumably) taking 100$ of the CPU, so that no keyboard or mouse input is possible. I see that there is constant hard drive usage. The "outage" only lasts 20 seconds or so, so it is not a serious problem. It usually happens just after logging in, but occasionally it happens later.
