I have rebuild apper and kde-runtime from specs available in last version on 
F21, just setting plasma5 = 0 unconditionally. Not sure how much good it will 
do. 

I did not do any work to cut kdesu and khelpcenter out of the repo, but they 
are not being pulled in by anything in my test install. However, I think 
Dolphin may be already downgraded, it is available in version 15.04.3 from 
kde-workspace build.
