Preupgrade has enough users that things should have reasonable amounts of testing between releases (I went from F9->F10 using fedora-release-10 and a yum upgrade). Fedora doesn't guarantee anything when mixing non-rawhide with rawhide. Third party repos makes the permutations for package configurations too large to realistically test. apt hasn't worked right since F8 (Synaptic was busted). In F9, it didn't work at all.
