The spam case is going to be something where the person probably isn't putting much effort into it and mostly blocked by the "contributor" group requirement anyway, so I'm not really concerned there. The CoC violation case is more complex, but I figure if someone has their feed forcibly removed from the planet, they're probably getting their account put in timeout for a while anyway. I assume they wouldn't be able to log in while their account is suspended? So having a blocklist is nice, but not something we'd need immediately.
