I think it was rel-eng features that were critical for the release, so
things like changes to pungi and friends for core functionality that
in theory should be in place and ready to go for branching so the
composed artifacts are available for people to test shortly there
after or else the associated feature should be bumped to the next
cycle. The idea is sound in theory, but in practice it's not really
ever been enforced (see modularity in the F-27 cycle as an example).
