I'd say work on the 1.6 code. When is 1.7 set to > be made available? The main reason is that 1.6 is already stabilizing, Moin won't accept a lot of new changes anymore. So if I did my work on 1.6, it would probably never go into mainline (unless ported to 1.7) and Fedora would have to run a branch of the code. 1.7 is also the version that the Moin GSoC students are working on.
