Thank you for more information. That sounds reasonable. Although requiring two fonts to represent it still depends on how applications/frameworks work and fallback to satisfy missing glyphs in one. Otherwise adding a sub-package to langpacks for Kabyle may do the job for the packaging side. Please file a bug against langpacks for that.
