Ok, I now know more.

If I have the package

perl-generators-0:1.16-5.fc40.noarch

installed and run

rpmbuild -tb hello-1.0.tar.gz

I end up with the output lines

Processing files: hello-devel-1.0-1.fc40.x86_64
sh: line 1: /opt/3rdpary/bin/perl: No such file or directory
sh: line 1: /opt/3rdpary/bin/perl: No such file or directory
sh: line 1: /opt/3rdpary/bin/perl: No such file or directory
sh: line 1: /opt/3rdpary/bin/perl: No such file or directory
Provides: hello-devel = 1.0-1.fc40 hello-devel(x86-64) = 1.0-1.fc40

and when I run

rpm -q --requires ~/rpmbuild/RPMS/x86_64/hello-devel-1.0-1.fc40.x86_64.rpm 

I get

perl-libs
rpmlib(CompressedFileNames) <= 3.0.4-1
rpmlib(FileDigests) <= 4.6.0-1
rpmlib(PayloadFilesHavePrefix) <= 4.0-1
rpmlib(PayloadIsZstd) <= 5.4.18-1

If I uninstall

perl-generators 

and run rpmbuild the dependency on perl-libs disappear which is expected as
there is nothing but C++ and automake in that tar file.
