I do not want anything to do with perl, my only interaction is that perl is
installed on the build machine and that has pulled in perl-macros.

What I do want is to change _prefix so that the package gets installed under
/opt/3rdparty rather than /usr

It could be that it is misguided to use a normal automake package and changing
_prefix in the spec file and that I would be better to set up the wanted paths
in Makefile.am  

I will create an example spec file.
