I can think of an answer for today - with kube in tree, a Fedora major may mean a new kube major. (Though we haven't really defined this at all....) I've been thinking about adding a package like kubernetes-master-container, that would include just the systemd service files needed to pull and run the master components. We could do the same for kubernetes-node.
