Correct me if I'm wrong, but I'd say most of those things are engineering tasks that would have been dealed by the Core Cabal in the past. So these things maybe should be discussed in "pre meeting meetings" (e.g. Live-CD meeting, release team meeting) and then reported to the Core Cabal successor, which is FESCO, and not the Board. Of course the Board is free to get involved in those Live-CD/release team/FESCo meeting if it's a big picture task where the Board is interested in helping getting it done; or even bring it up in a Board meeting itself if needed.
