IANAL but I heard from one recently at Red Hat who said, "Make it all
OPL!"  Or words to that effect.

Let's make it obvious that announcements, board minutes, etc. are all
100% libre forever.

- Karsten, who is considering a media project to produce a buzzword
cloud from the board minutes :)
