That's not ridiculous. That's a release cadence of RHEL.

Maybe you could use EPEL 9 Next which is based on CentOS Stream 9. There is
the change already visible
<http://mirror.stream.centos.org/9-stream/CRB/x86_64/os/Packages/>. However,
I'm not sure whether EPEL 9 Next is still a thing.
