You are probably best off implementing PKCS#11 support. This allows flexibility to interface with most smartcards, including CAC/PIV with appropriate library from the card/middleware/OS vendor. There haven't been updates to Coolkey in years so I wouldn't recommend that as your only solution. If your application is Windows only you may be able to leverage calls to the Windows CSP as well, Coolkey has that option as well as most other middleware.
