Ken, if you plan to contribute the implementation of the CKM_SHA1_RSA_PKCS signature mechanism, you can use our SHA-1 code in NSS: http://lxr.mozilla.org/security/source/security/nss/lib/freebl/ sha_fast.h and sha_fast.c are what NSS uses. Unfortunately it seems difficult to separate sha_fast.h and sha_fast.c from NSS. I saw sha.h and sha.c, which are self-contained. So you may give them a try. Since NSS isn't using sha.h and sha.c, I don't know what state they are in.
