Can we work make these services smarter?  Perhaps make the units check
some other system condition before attempting to start?  I'm not sure
how feasible that actually is though.....

Unfortunately making these services smarter is a lot of work and
at least dmraid is not actively being worked on any more, so
making it smarter is not something which is likely to happen
in the near future.
