I agree this is an issue. I think there's been a lot of work in GNOME and GTK+ to better support HD displays, and I am wondering if any of this work will help improve the scaling situation in Anaconda.

I recently got a new laptop and it's not really a true high density display - it's 1080p - and I had to do a lot of config adjustments to GNOME to make things readable in Fedora 20. But I have heard there's been working going into F21... so maybe there is some hope? It shold definitely be a high priority anyway, since a lot of the new GNOME 3 apps are being designed for full-screen usage.

Might be worth asking one of the GTK+ folks if they know anything that might be helpful for anaconda.
