Rescue mode is a feature of anaconda.  dracut may be the actual supervisor
which should invoke lvm, but the policy probably is contained in a
plugin module that is (or should be) supplied by anaconda.
If some utility program that is needed is not present on the media
(or not in the right place), then the place to start is with lorax.
