You have no way of knowing that the DHCP server is actually using the
VCI, though.  It's perfectly valid to just ignore it and do nothing
based on it

In the examples I have seen
1. Client writes VCI=<example-text>
2. Server writes VCI=<example-text>
3. Client ignores replies without VCI=<example-text>

What's the problem?
