I don't quite understand the connection with update releases and cd's. 
With an update release, the size of the RedHat/Updates directory goes to
zero.  It is the in the interim between update releases that this
ability (to get the current updates during an install, instead of
post-install) is so much more efficient.  Could this code be re-enabled,
possibly with a boot or kickstart parameter?
