It's used when there's something being written out or probed if we're
going to set up filesystems, eg partition the system.  The flag is
flipped to be off both for running in rootpath mode and test mode.  So,
mainly it's used for various config file writes that can't be done
accurately in those cases without corrupting what's on your running
system.
