flags.setupFilesystems

Can anyone help shed some light on what exactly flags.setupFilesystems
in the RHL7.2 anaconda is supposed to do?  Looking at when its set, I
can't come up with a logical rule for why it would be set.  I also can't
seem to figure out what its supposed to prevent by looking at the code.
It seems anaconda will happily write out network configs and change root
passwords without checking this flag, but won't add new users or run
lokkit unless the flag is set to 1.  Maybe my brains still rotting from
bad movies and I'm just missing something, but what I've seen of it
doesn't seem to make much sense to me.  Any help will be appreciated.
