Don't use numbers but names.

I don't know about PulseAudio.

There is no way to reorder HDA devices, but if you do not
use the PCH device at all, you can ignore it with a line
like this in some .conf file in /etc/modules.d/:

  options snd-hda-intel enable=1,0

(This relies on the order in which the devices are detected.)
