The mechanism that converts between full speed (USB 1.x) and high speed (USB 2.0) is called a transaction translator. There are hubs that share one transaction translator among all their ports, and hubs that have one TT for each port. The only model that I know to have the latter feature is the Belkin TetraHub, which isn't sold anymore as far as I can tell.
