All sound servers will do this.  They are doing software mixing.  The 
hardware device can only
be run at a single frame rate.  Anything that is different than that 
frame rate has to be resampled
to match or it can't be played.

So as long as you are playing audio encoded at a hardware rate your card 
supports, and the sound
server opens the device at that rate, it is transparent.  Except for the 
format conversion that
Bill showed has a negligible influence on sound quality.  I think the 
blood rushing through our
ears makes a sound louder than -96 db. :-)

Yes.  Think of alsa as a lazy worker;  it does the least amount of work 
it can get away with.
