Anything that is different than that frame rate has to be resampled to match or it can't be played. So as long as you are playing audio encoded at a hardware rate your card supports, and the sound server opens the device at that rate, it is transparent. Except for the format conversion that Bill showed has a negligible influence on sound quality.
