To "remove" that line place a # in front of it. 
To add the line I suggested put in the line
alias char-major-116 snd
in there. It may not be necessary. Look at
lsmod
before and after you do 
modprobe snd_maestro3
and see which modules were installed. It will be snd_maestro3 but other
also modules it depends on.
