If you want to get a fixed order with multiple sound cards, you haveto use the index= option for each sound card and the snd cards_limit= in alsaconfiguration as explained in ALSA-Configuration.txt. Udev will use thoseoptions and you will get the same order with or without hotplug. On alsa website, it is also references for multiple sound cards config andfor using udev rules if you have several sound cards of the same model.
