I saw a message last night on IRC - someone attempted to get PHP working in the Admin Server - was that you? If so, that's probably it. The Admin Server was not designed to be a general purpose web/app server - it is a special "instance" of Apache that is designed only to run the Admin Server and Console apps, and nothing else.
