How to display an application always-on-top

Hello,
I have an application, tvtime. I am running it on fluxbox window
manager. I want to make the tvtime application alway run on top of
other application even if i invoke any other application. Could someone
help me what changes to be made to the tvtime so that the application
could always on top of other application.It is based on X11.
