I don't really know how to describe my problem. the 'lspci' command
and 'X -scanpci' give different BusID's for the same card, and when I
set the BusID for the corresponding device in XF86Config (ATI
All-In-Wonder) to what lspci gives me, X loads fine, but only on one
monitor. and when I set it to what 'X -scanpci' gives me, it hangs and
doesn't show anything

I've appended a copy of my XF86Config and my /var/log/XFree86.0.log,
and here are the results lspci gives me:

the thing that catches my eye is in my XFree86.0.log:

A few things to look into here:

1) XF86Config BusID's should be specified in decimal.  Note that 0x13 == 19.

2) You should not be loading the vesa driver.

3) The driver isn't detecting the PCI 3D Rage.  One reason for that would be
   you are using the kernel's buggy atyfb which befuddles this adapter
   because it mis-guesses the adapter's reference frequency.  If you must see
   the penguin at boot-up use vgafb or vesafb instead, although I recommend
   staying away from fbcon entirely.
