I solved my problem. If I set the DISPLAY variable and then launch a 2nd window manager it works on both screens.

Example:

export DISPLAY=":0.0"; icewm-session &
export DISPLAY=":0.1"; icewm-session

I have two monitors configured in XF86Config as Screen 0 and Screen 1.
Screen 0 is my left monitor.
I can't right click and bring up my menu on my right montior (Screen 1).
It works on my left monitor but when I move the mouse over to the right
monitor, it changes from an arrow pointer to an X pointer and the right
click doesn't bring up the menu.

It works if I create one large display using TwinView; however, I need to
use 2 displays (:0.0 and :0.1).
