XFree86 has a post-2.1 (+ some fixes) version, although it reports a
much lower number due to the odd way that fontconfig's version morphed
from 1.x to 2.x.  While specific bug fixes could still be brought in,
it is too late in the 4.5 release cycle to import a new version.  Two
things that I can do for 4.5 are: report the version correctly as 2.1;
and allow the reported version to be overriden from the environment.
I've found that at least some recent versions of Gimp appear to work so
long as they think they have a new enough version of fontconfig.
