an while ago the following fix was put into the tree;

133. Fix off-by-one error in the interpration and programming of VGA sync

exceeds
    my ability to test such a change (Marc La France).

However I can not figure out which files this affected and what the actual
change was.

If marc or someone could point me a teh cvs change in question I would be
greatly apreciative..

I no longer have a diff for that specific change, but the notice is archived at http://www.mail-archive.com/cvs-commit@xxxxxxxxxxx/msg03742.html. With that you should be able to cajole cvs into producing a diff for you.
