ctrl_shift_toggle problem

XFree86 Version 4.3.0
How can I toggle language group on ctrl+shift _release_ ? I used to switch
languages with ctrl+shift, but Eclipse has some hot keys in form of
ctrl+shift+<letter> and when I try to use one of theese combinations to
invoke some an eclipse function the system language is switched first.
It is very annoying because in half of cases I need to switch back to
english. I've looked through forums but haven't found any solution but
using another key combination to toggle language. If I work in Windows
there is no such a problem because language is toggled on ctrl+shift release
and therefore when I press for example ctrl+shift+t the system doesn't
interprete it as ctrl+shift first.
