dpms and multiple monitors

I have multiple displays on this X server. The X server doesn't seem to turn
off all the monitors properly when screen saving. It seems to only turn off
the main monitor (display 0) normally.

In fact even when I run "xset -display :1.1 dpms force off" or display :1.2 or
:1.3 it still turns off display :1.0.

Is this an X bug, or a BIOS issue? Is it something I could fix or work around?
It would be nice to have all the monitors turn off. They generate an awful lot
of heat combined.
