That Makefile is broken as it completely ignores architecture-specific flags
setup by the Imakefile.

Given that the driver works when compiled through imake (as intended), you
should report this problem to the NetBSD folk who, for reasons of their own,
decided to re-invent the wheel WRT how XFree86 is compiled.
